The office of Vice-Principal Development and Information began with the appointment of James M Courtright on September 21 1970. This position was created to advise and assist the Board of Trustees in the development and execution of programs aimed at enlisting wider financial support of private persons. In addition, the VP Development and Information was to keep close contact with alumni organizations and benefactors and was responsible for the development and supervision of the information and news services of the university. The VP was also secretary of the University Council and the Trustees Fund Council. James Courtright remained in this position until his retirement in December 1979. At this point, the office of the Vice-Principal Development and Information was disbanded, and its responsibilities were dispersed between various positions, including the newly formed Executive Director of Communication and External Liaison in June 1980.

The position of Vice-Principal Finance began in 1965 during a reorganization of the administration of the University due to rapid growth at the time. The role of Vice-Principal Administration was examined, resulting in the transfer of all financial aspects of the University from it to form the Vice-Principal Finance position. The first Vice-Principal Finance was Lawrence G MacPherson in 1965. MacPherson retired on September 30 1971, and succeeded by David H. Bonham in October 1971. Another reorganization of the University's administration in 1976 resulted in the Vice-Principal Finance David Bonham to assume additional responsibilities for personnel and staff liaison, purchasing and food services, university information systems, and capital development and financing. In 1977, Bonham resigned and Richard J. Hand was appointed to the role. However, at this time, in order to reflect the additional responsibilities to the position, the name was changed from Vice-Principal Finances to Vice-Principal Resources.

The position of Vice-Principal Operations and Finance was created during the restructuring of Vice-Principal portfolios under Principal Leggett. Vice-Principal Operations and Finance was responsible for campus planning and development; conference services/Donald Gordan Centre; financial services; human resources; internal audit; pensions, investments and insurance; physical plant services; purchasing; and security and parking. John Scott Cowan was appointed as the first Vice-Principal Operations and Finance. This position remained until a restructuring in 2010.

The position of Vice-Principal Operations and University Relations was created during a reorganization by Principal Smith in 1988. The role was partially created by the now-defunct Vice-Principal Institutional Relations position. Dr. Tom Williams moved from the Vice-Principal Institutional Relations position over into the Vice-Principal Operations and University Relations. This position was chiefly responsible for operations associated with physical services and long-term development of the campus. It was also responsible for student and community relations, and some student services. This role continued until the reorganization of the vice-principals in 1995 when it was disbanded.

The office of VP Resources was first formed in December 1977 when Richard .J Hand succeeded David Bonham. It was previously known as VP Finance. This change in name was intended to reflect a greater attention to both human resources along with finances. At the reorganization of the offices of Vice Principals in April 1976, there had been a transfer of certain administrative functions (personnel, purchasing, computing and capital development) to the VP Finance. But when Richard Hand succeeded Bonham, he asked for a change in the name of the office to reflect the emphasis he wished to give it. David Bonham returned to the position of VP Resources in 1984, a position that he held until 1988. At that time, Rod Fraser became VP Resources, and the office took on additional responsibilities for personnel and staff liaison, purchasing and food services, university information systems, and capital development and financing. During a major reorganization in 1995, the office of VP Resources was eliminated.

The Vice-Principal Services position was first formed in 1976 with the elimination of the Vice-Principal Administration. This position was now responsible for the Library, computing centre, Student services, Registrar, university services eg printing, parking, space allocation; the residences, housing and property management; cultural services eg Agnes Etherington Art Centre, Performing Arts office, CFRC, Queen’s TV, Donald Gordan Centre, physical plant and campus planning. The first person in this role was H. Morris Love. James Bennett took over this position in 1981 with approximately the same responsibilities. In 1986, Duncan Sinclair became the new Vice-Principal Services. Initially Sinclair was supposed to serve in this position until 1989, but ended up transferring in July 1988 to the Vice-Principal Health Sciences/Dean of Medicine newly combined role. William McLatchie became the new Vice-Principal Services upon Sinclair’s exit, but this position ended up being reorganized shortly thereafter under the title of Vice-Principal Research and Academic Services, thus eliminating Vice-Principal Services.
