Benedickson begins by introducing the important figures on stage before welcoming up MacCleod who talks about the importance of the school. MacDonald speaks on behalf of the federal government. Smith talks on behalf of the university, then Benedickson declares the school officially open.

Part 1. Main Speaker(s): Michael Davies, Flora MacDonald, John Godfrey. Begins with Davies introducing MacDonald and Godfrey. Aftrwards MacDonald lectures the audience on cultural policy, focusing on a case study of a policy she helped through the House of Commons recently. Godfrey then takes the podium and delivers a paper on the media's role in the creation of public policy.
Part 2. Main Speaker(s): John Godfrey, George Perlin. Video begins with the continuation and conclusion of Godfrey's lecture. Afterwards, Perlin delivers a speech on the use of public opinion research in policy making. The speakers then takes questions from the audience for the remainder of the video.
