Title reads: "To All Geni, King and Major Kleagles, Kleagles, Imperial Representatives, and Citizens of the Invisible Empire". First, since bulletin #28 was issued, that the Klan groups known as the British Empire Klan at Toronto, Hamilton, Brantford, both Knights and Ladies, have joined their order going with them in the "right direction"; Two, that men of new Brunswick were in a Province-wide open air demonstration on August 10; Three, that a new record and receipt card for Local use, as well as a code system for robes, has been adopted. Mentions that "secrecy is so vital in our cause that we were forced to this system. Thus we protect our entire membership. Let each Klan emphasize "Secrecy" in each Klavern meeting"; Four, that many still need to buy their official books, and though expensive, will last for eight years; Five, That Article XVI, Section 16 and 18 of the Constitution and Laws must be reread carefully, and that "all members must be notified at once that from this on utmost strictness will, and must be, observed along this line for the sake of our cause and fairness to the faithful members"; Six that the open air ceremonial and demonstration under the leadership of Murney Klan #22 and Nightingale Klan #6, in Kingston Ontario, was a "marvelous success", with approximately fifteen thousand people attending: "Bands, well-drilled horsemen, five fiery Crosses, singing by the thousand of people and patriotic, Protestant addresses, approved by tumultuous applause and good will, marked the day"; and Seven, that they must begin "our permanent program, re the collection of dues". Addressed to "my faithful and esteemed Klansmen and Klanswomen". In light of C. Fowler's messages, must now look to the more vital issues at hand. Reads, "…with upturned faces, written over with a deeper trust, with a kindlier eye, and a warmer beat of the heart, realizing as never before that in the Invisible Empire are the forces, the issues and the life that abides forever". Continues to quote Tennyson, "I dreamed that stone by stone I reared a sacred flame, a temple, neither pagoda, mosque, nor church, but a loftier, simpler, always open-doored to every breath from Heaven, and Truth and Peace, and Love and Justice came and dwelt therein". Further quotes "To live as gently as I can,/ To be no matter where --a man;/ To take what comes of good or ill,/ And cling to faith and honor still;/ To do my best and let that stand,/ The record of my brain and hand;/ And then should failure come to me,/ Still work and hope for victory". Wishes Fowler continued success. Also notes that the Imperial Wizard is in poor health, but wishes to show signs of convalescence. Signed the Knights of Ku Klux Klan of Kanada.

Addressed to a Mr. Jamison, writer is stating that their remittance of $1.50 has been received, and their membership card is being sent from "head office". Signed by a "W.H. Hutchison"

Addressed to a Mr. W.H. Hutchison in Oshawa, ON. Addresses Hutchison as "Faithful and Esteemed Klansman". Mentions a Mr. Fowler intending to come with writer to Oshawa on October 26 for "the purpose of getting your organization off to a start again". Stating they have the records of some names and is requesting a complete record. Requesting to wire at writer's expense at "Room 603 Temple Building" when they have arranged a hall. Signed "Yours in the Sacred Unfailing Bong, O. Elliott, Director of Propagation".

Addressed to a Mr. O. Elliott in Toronto, ON. Wishing Elliott well and hopes they are recovering. "In taking this matter up with our Ealted Cyclops he is of the opinion that Tuesday would not be a good day for the ordinary business man account of the week end..." Suggesting to reschedule their meeting. "Upon return to office I shall be glad if you will let me have the membership statement I spoke of". Explains they are not able to go up to the city with their delegation, but they are hoping to meet the "executive Committee of the Imperial Kloncilium" and hopes the conference will be productive of a complete understanding and resumption of activities here". Signed "Yours in the Sacred Unfailing Bond", no signature.
