Title reads: "To All Geni, King and Major Kleagles, Kleagles, Imperial Representatives, and Citizens of the Invisible Empire". In reference to Bulleting #27, "which gave you the facts of the attempt to dynamite the Roman Catholic Church at Barrie, as issued, under fate of June 23rd, 1926, and in as much as certain newspapers have continued to use this unfortunate isolated incident to attack our organization, we again refer to this subject. At the first meeting of our Executive Committee, we suspended William Skelly from membership in our order and advised all Canadian Units. Banishment will be effected at the present session of our Imperial Kloncilium. At his trial in October, he implicated two others and made statements which we believe, after careful investigation, were not true. We wish it impress upon you that the Ku Klux Klan was not on trial, but rather through individuals who through indiscretion, ignorance of the law, and lack of judgement, have assisted our enemies in their plan of attack. We were true to our obligation when we cooperated and assisted the officers of the law in the performance of their duties, and delivered William Skelly to the Provincial police and wish add that the Ku Klux Klan will not be a harbor or refuge for those who are law-breakers and wrong doers. lawless men will not be tolerated and we wish it impress upon all Klansmen the imperative necessity of selecting good men, and true, to become Citizens of this Invisible Empire. The detrimental publicity which this incident has given us, should bring home to each citizens the individual responsibility of so convicting himself as not to bring discredit on our noble order, but to do walk, that in the discharge of his duty he may faithfully keep his oath in preserving his honor; and that he may be a living example of his dedication to the honorable task which he voluntarily allotted; to himself as a citizen of the Invisible Empire". Bottom reads "Issued from the Imperial Headquarters of Toronto, Ontario", signed "The Invisible Empire, Knights of the Ku Klux Klan of Kanada".
